Fine. Red-brown patina. Boldly applied countermark. Some trace roughness. These countermarks are very crude and appear to be retrograde, which means they are almost certainly unofficial. In addition, the host coin (which for the TI.C.A countermark is usually an as of Augustus) is a bit lightweight.

The TI.C.A countermark is believed to have been struck most likely under Claudius, and the dolphin most likely under Tiberius.
